This second volume of The Jerusalem Old City Initiative is a negotiator’s dream – detailed chapters on legal arrangements, governance, security, and a creative architectural scheme for managing the flow of people and vehicles. Israeli, Palestinian and international experts have compiled all the raw material needed for serious negotiations to take place, and they have laid out artful, creative ideas for managing what many have thought to be intractable problems.
