The end of the Cold War and the global advance of democracy have significantly altered both the external and internal security evironments of many of the world's militaries. Under these new conditions, how will civil-military relations affect efforts to consolidate democracies in developing and postcommunist countries? How should democratic governments go about establishing civilian control of the armed forces, limiting military intervention in politics and providing the military with new and appropriate missions?
